Community Centres - but whose are they?

Traditionally every estate has had a community centre where residents could meet, hold meetings, workshops or socialise. But few estates now have one that they have any control over whether they have been priced out from using them or refused access altogether. This sometimes follows the regeneration of an estate. This is only possible because EeH has prevented residents from taking part in the decision-making process the original constitution provided for.
